file downloading problem

hi there i need help i can't download a file with the launcher it says there is a problem with downloading this file from http://resources.download.minecraft.net/ad/ad126e435cca94054bf0d616301799a105526cde

i don't know why i downloaded Manually and it downloaded Successfully but i don't know where shall i put it in  and sorry for my bad English hope some one help and ty

Is this the launcher or a mod pack problem?
