Where do I get PermissionsEX for Tekkit 2.1.1

I looked it up and someone said that you needed to get the plugins for CraftBukkit 1.1-r4. How do I get PermissionsEX for that build? I keep trying to find it and couldn't. :s

On the bukkit dev page there is a "Files" link at the top, hit that and it'll list all the files and all the bukkit version it's compatible with. I'm using Essentials-2.8.2 as all of the later versions game errors. 2.8.2 gives an error for me about not being able to find my IP but it's ignorable as it dosen't break anything.
