Is there a way to block creeper explosions? (SMP)

So, as most of you have already experienced, creepers tend to blow up.

Are there any tekkit compatible server/client-side plugins/mods that can do anything of the following:

  [li]Stop Creepers from spawning[/li]
  [li]Stop Creepers from exploding[/li]
  [li]Stop Creepers from destroying blocks[/li]
  [li]Stop Creepers from destroying blocks placed by players[/li]

http://dev.bukkit.org/server-mods/worldguard/ does what you want but you'll need to go back to a version compatible with the Bukkit build included with Tekkit.
