Factions troubles

Anyone know my problem with factions lol as far as i can tel i have set all perms

correct but yet people can still place blocks in safe zones anyone have any clue why

also is same with world guard regions with build denyed is starting to become a problem lol

You need to distinguish better between "can," "cant" (which is a word but means nothing like can't), and "can't" or people won't be able to understand you. Also, try making your request a little more detailed.
