You need to forward minecraft's port numbers through your router/firewall, ect. If it's on a rented server, talk to the company and tell them the port they need to open.

If others can get on, then it might be you. Open your ports. Check your router/firewall.

Is this on a rented server or home PC? Not entirely sure what the log would be like if someone banned your IP or removed you from a whitelist but does anyone else have privaleges on your server to do that and enjoy practical jokes?
