Launcher Not Working

I have Windows 7 64bit, Java 7 64bit and every time I try to download the .exe file for the launcher, it successfully downloads, but it won't open. When I tried downloading the .jar file, it would open, but I couldn't access the mod select, even thought I set my default to notepad for all the .cfg files. I don't have any idea what to do, and any and all help would be apprecicated.

Just go find the config file. It should be called modloader.cfg, and that's what you are editing anyway. The launcher is just nice enough to open it for you.

I found the file, but it's completely blank, what could I do about that?

I deleted all technic pack related files, and tried redownloading it, and now, it shows all the files downloading after I click login, but when it tries to open, it goes to the Mojang screen, stays there for a few seconds, and then closes.
