Admin only nukes?

Searched and couldn't find anything relevant, but let me know if I've missed something obvious ;L

I'm aware you can simply disable nuclear bombs from the config file, but was wondering if there's a way of disabling it only to standard players and ops, as neither are totally trustworthy enough to handle nukes, imo, but I'd like to have them available nonetheless, any info on settings or mods that might do this would be greatly appreciated, opinions on ops and players would not.

Have you tried configuring them in the bukkit permissions system? I'm certain you could merely set it so only members of the admin group can obtain (insert nuke item-id here). Other than that, I've no clue.
