When chosing NO on update popup my world loads with just vanilla blocks

Like subject says, I chose not to update (yet) because I don't want to lose my world yet. But them my world (2.1.0) loaded without any mod blocks. Checked launcher and it still points at 2.1.0 recommended like I wanted. Anyone knows why no mods would load?
