Explosions in 3.0.3

Hi,

Have my tekkit 3.0.3 running fine,

Problem is, i have all the explosives disabled as much as possible from crafting, however my premium members with creative mode can still use them and they do explode, i didnt have this problem in 2.1.1 so any help is greatly appreciated.
