Cant connect to 3.0.4 server ... bad packet ID 71

Just downloaded 3.0.4 server and no one can connect to it.

Server is saying Client out of date, but I'm using the latest build

Things i have tried:

-Clearing cache

-Reinstalling

-both standard and dev build

Single player does not have the 3.0.4 items either

Are you using the latest development build or the latest recommend build? You should be using the latest development build.

Yes I have. the launcher is currently set to development build

Server logs and screenshots of your launcher screen (and anybody else's who's trying to connect) would help too, since a Tekkit 3.0.3 install should work fine with a 3.0.4 server.
