Cannot Reach Server

Launcher/pack Version:Tekkit 3.0.3 (Client Side) Tekkit 3.0.4 (Server Side)

Operating System:Windows 7

Version of Java: 7

Description of Problem:

Forwarded port 25566, Set Server properties to connect to Port 25566, No problems there.

External IP of that port is ###.###.###.###

But When I type in that IP into the IP location to connect, Cannot Reach Server.

No idea whats wrong.

Troubleshooting 101: What exactly have you tried? Local connection? Server logs? Pinging? Anything?

Nothing in particular, mainly because I don't see whats going wrong.

I can't even connect to the server while its being hosted on the same computer im playing on. Also, no server log errors. Its running normally.

Try typing "localhost" (without the quotes) into the connection bar, if it's running on the same computer. If that works, you're doing the port-forwarding wrong.

I Got,

Failed to Connect to Server.

Connection refused: connect.

That just confuses me further.

If the server is on your computer, you have a server log. Post it, preferably in Pastebin or code tags, and not directly in the post.

Oh, if this is anything of a development, I got the client to connect through the server through localhost, but my external IP still wont work.

Which implies i port forwarded wrong.

I followed this guide: http://portforward.com/english/routers/port_forwarding/2wire/2701HG-B/Minecraft_Server.htm

And tested the port with the above website's portchecker and an independent port checker and both say the port is open.
