How do I disable certain items?

I just got Tekkit a few days ago and I'm not good at it yet, so please bear with me. I'm trying to figure out how to disable certain DM/RM tools. I've tried looking through the 'config' folder in my server folder. Is this where I go? If so, which .cfg files should I edit?

In your root directory is a file called "mod_EE.props" open it and change the numbers for any item you want to disable to 0 (zero)
