I've just now encountered and resolved this error. The problem for me was that server ran out of disk space and corrupted the config files. there are two ways to fix it, one is very effective, the other is hit and miss 1. rename your server CONFIG folder and copy only the CONFIG folder from a backup to your server (this is the best method) if you don't have backups then... 2. delete the CONFIG folder and let your server rebuild it on restart. if this doesn't work i would suggest getting a config folder from a client and using that as the backup folder in step 1 I know this is a very late reply but I feel your pain.
