As far as I know you are prohibited from making users post staff applications on the tekkit forums and will get your topic closed. Please re-read the forum rules just to be safe.
Also some spelling fixes to your rules in-game:

The Administration experience I have had are mainly on Vanilla Minecraft I have never been complained about on those servers also I am very good with permissions.
