    Could we, in theory, design a machine capable of producing 64 UU matter per 1/20th of a second that uses absolutely no resource input?

      No the place were your theory goes wrong is when it says 1/20th of a second since the machine capable would mostly overheat and that would require a resource input such as a fan.
