I did that and it still didn't work

I did that, the modpack does download and all of the minecraft files get installed but not forge

I'm officially stuck, I have followed everyone's advise, I made sure the zip only had a /bin, /config and /mod folders, my modpack.jar is in the bin folder, but for some reason forge will not load, all I get is vanilla minecraft, any advise?
