When trying this with one mod and forge it did the same thing and wouldn't extract

The shader packs folder extracts perfectly aswell as configure it's the mods and the bin folder that won't extract when I take them out it extracts fine?

This is the error above ///// I have the correct structure being mods, config and bin the bin folder contains minecraft forge universal 1.6.4 the mods contains all the mods i need, the config containing the custom configs i have set to avoid id clashings. I also have other folders such as the flans, chocolate (better dungeons requirement) and shaders which are all required by there mods in the mods folder and are NOT generated along with them.
