What do you mean with doesn't work, do you mean that it doesn't show up, or that nothing happens when you try to spawn items?

Try using the .jar launcher instead of the .exe one.

You need to have a legitimate copy of Minecraft installed on your computer with an legit account.

Probably a bad chunk, try moving all your machines and regenerate the chunk with MCEdit, (backup your world first).

Right-click on it and choose Open with... and select on Notepad. And you shouldn't enter your IP-adress in server.properties, that's only for advanced admins with real server setups.
