Tick lag on server?

The server I play on is always getting tick lag and the map has even been reset to fix it and it still somes back in about a day or so, the server has 8gb or ram and 100mb connection any ideas to fix this would be very helpful

I'm pretty sure tick lag depends on the processor of the server...since that's what's processing the information and maintaining the ticks...
