Description of Problem:

When I first started using tekkit everything was fine. After about a week it became laggy. I looked at tekkit/java in process explorer and saw that it was only using 25 KB/s out of 100KB/s at best. Other applications don't have this problem. I am also getting 100+ fps, so its not a resource problem. I have uninstalled and reinstalled java and tekkit multiple times with no fix. Any help/suggestions would be appreciated.

It's probably not even a problem on your end. Your ISP has probably noticed that you're using an unusually large amount of data, and capped your bandwidth. Call them up and yell at someone.

I don't have that problem in other applications. I can download from steam at 100KB/s with no problem.

just for the heck of it I installed tekkit in my ubuntu vm, and it maxes out my connection with little lag, however my performance is much lower.

"upgrading" from jre-7u5 to jre-7u4 fixed my problem
