Quarries not working with Towny installed.

I just re-made my map and installed Towny. I know you have to fix the Resident issue if you want your quarry to be able to destroy blocks INSIDE of a Towny protected area, but my issue is that my quarries won't even start building the orange scaffolding blocks that outline the quarry.

I removed Towny from the server and tried it again and the quarry started right up.

BuildCraft config:

blocks.fakeplayerlogin=true

blocks.fakeplayername=Penorzilla

blocks.placedby=fakeplayer

Penorzilla is OP.
