Always provide the API URL or a link to your pack details page when requesting custom modpack assistance. Why are you using Mekanism 7 (and an amazingly old version of that)? It is ancient and I'm not 100% certain it is completely compatible with the updated Forge fluid API. You should probably be using Mekanism 8 and EnderIO 2.3.x (the updated EnderIO is required for Mek 8). I don't see any obvious causes of your issue.
