Need Help Tekkit Towny D=

Hi everyone, I have since yesterday a server and installled Tekkit on it.

Now i tried everything putting the towny .jar into the folders where they belong (v.1.6.4).

But it just seem not to work one bit D= anyone can help me maybe?
