Title: [3.1.2] Dimensional Anchors not loaded on startup

Version: 3.1.1

OS: Whatever Fluctis is using

Java Version: Same as above

Description of Problem:

The newly added chunk loader block doesn't load when the server starts up. A player would have to get in range to load the chunk the Dimensional Anchor is in, then it would keep the chunk loaded until the server restarts.

Is there a workaround for this? Is it intentional, or is it a bug?

I could put a World Anchor next to it, but that would be pretty pointless...

Also, Teleport Tethers doesn't work for some reason, but that's probably irrelevant.

I am noticing similar problems with the teleport tethers in my own SMP server. It seems they only "work" if I put myself within rendering distance of the chunk where the tether is placed. Once I log out, they stop working to a point, though I think the tether(s) in my immediate area where I log off are still active while I am not on (and nobody else is on), because I have logged in before to find items loaded into a chest while I was gone (and nobody else logged in during the time I was off).

It's not intentional. Is this happening in a Multiverse world?

I'm not using Multiverse.

I'm in the same world as the Dimensional Anchors, but I have to get nearby to make them work that session.

Wait was that the real immibis?

I assumed so, and asked the admins to stick a yellow name on him. We'll confirm that when he comes back, but that was his first post here. :)

I read that dimensional anchors were added to this build of Tekkit, so perhaps they're to replace tethers?

Do the Dimensional Anchors replace World Anchors?

I'm pretty sure the Dimensional Anchors weren't made specifically to replace anything.

I made this thread to bring attention to the bug I found with the Dimensional Anchors. (Is it getting fixed in a near-future patch btw?)
