Server fails to bind to port

Description of Problem:

Me and my brother both created a tekkit server with the same port. Before, he couldn't connect to mine but I could connect to his and we played for about a day. Now whenever he tries to open his server it gives an error message in the console saying FAILED TO BIND TO PORT. PERHAPS A SERVER IS ALREADY RUNNING ON THAT PORT? My server is off when he tries to open his server up. We both port-forwarded our servers on our computers on the same router (might be the problem). any help? Thanks!

Since both servers use the same port (25565) on the same router, two servers cannot be running at the same time.

I changed my port in server.properties to 25555 but it still says that another server is running the same port in his console.

How is this a launcher bug? It's barely a Tekkit bug - it's more like a network setup problem.
