ID conflict on Tekkit 3.1.2 both on fresh install and upgrade from 3.0.4

Title: ID conflict on Tekkit 3.1.2 both on fresh install and upgrade from 3.0.4

Description of Problem:

Several messages which seem like errors where ID conflicts are announced. This ha ppened on a server which I updated from 3.0.4 to 3.1.2 and we observed real ID conflicts like some blocks in the nether being turned into gravel. I also tried a fresh 3.1.2 server (see below) and the same conflict messages appear. I am not sure if this is an error but it reads like it is.

Don't worry that is normal for the Version 3.1.x

How is that normal? It seems like it's a problem and something won't be available. I don't mean to challenge you, I'd just like to understand.

Also, as noted, we ended up with a bunch of gravel in the nether which is clearly wrong.

Actually Gravel does spawn naturally in the nether,It's not tekkit,Forestry or anything else.Anyway to fix your error The Mill id conflicts with the dimensional Anchor id,which is causing the error.Just change the Mills/Anchors Id to a free id.

To add on to the previous post if you change a block id on the server be sure to change the client's block id accordingly or it can cause problems
