Quick question for new server setup

Hey folks, I just got minecraft last week with a friend of mine and we're playing together... needless to say its a bit addictive. but we're looking to add some more variety. From what I've seen the mod list for multiplayer is somewhat lacking but I was told tekkit was considered one of the premium ones to get.

Well i got it, looks good, however one slight issue

I'd like to disable the Admin/Op commands but allow people to build/harvest/place items, etc.

.... How would I do this without giving people ops ? (I'm not even sure how to do it on an unmodded server....)

Sorry if this was already answered, i've lurked around on the forums for the last 2 days and have not really found an answer..

Hope someone can help, and if this was infact already answered then I apologize for wasting your time, but could you kindly point me in the direction of the thread ?
