Stop Friends from using NEI

So I managed to get the server up and running (Tekkit by the way), I've opped myself, but now i'd like to know how I can stop my friends from getting items from the Not Enough Items (NEI) mod. I basically want it visible to them so that they can see the recepies, but I don't want them to get the items from it directly. The only person that can do that should be the admin (in this case, myself).
