NEI not giving items.

When I try to spawn items from NEI, nothing shows up. I changed the cheatmode in the config manually but I don't receive any items and I don't see a "you don't have permission for this command" chat line. I am not OP, but I do have /give permissions.

There's also a NEI settings file in the server's config folder, try fixing that too

I started up my own tekkit server on my computer to test this. Everything works fine if I add my name to the NEIserver config without being OP but it stops working once I add Essentials. Having OP with Essentials doesn't fix it.

there is no specific configure for allowing /give, only in a separate permissions plugin which I am using.
