EE3 - No talisman of repair

So I'm trying to make a talisman of repair with should be like so,,,

 

Green dust, Blue Dust, Red Dust,

string, paper, string,

Red Dust, Blue Dust, Green Dust.

 

However when I try this recipe it doesn't work! Any ideas?

I'm on a server, I'll ask the owner if it's disabled.

EDIT: I looked at the item config and I can't even find the item.

EDIT 2: I went on singleplayer and it's not there either. I'm using EE3, and Tekkit patch 1.2.9g

You might be confused, I was too. Download the mod projectE. It is EE3 with all the items. EE3 is kinda... yeah... not really a thing. ProjectE plz

Would projectE be with the server?

Talk to server admin, projectE is the same as EE3 only with more stuff in it. more ye old fashoned EE
