Idle Timer continously running and work not going up

Hi, I'm trying to do a simple fisher setup with an aquius accumulator and a steam engine. The power is working just fine, but the fisher is just looping the idle timer and the work isn't going up at all. Any way to make it work?

You need a 3x3 water under the fisher
