Description of Problem:

So one day I go to boot up Tekkit, and The launcher doesn't hook up to the internet. I checked to make sure the firewall permissions were in order, (I had that problem a while ago) and it was listed as one of the allowed programs, both the actual launcher, and the updater. If nothing else, can you tell me how to run the Tekkit files from a different launcher? Thanks.

You have Norton, and it really dislikes the Launcher. You should try deactivating it, or better, un-installing it and getting something like Microsoft Security Essentials in its place.

I disabled it, yet it still didn't work. The launcher worked before, even though I had Norton.

For Whatever reason, the launcher fixed itself. It might have been a new update, but I don't know.
