tekkit isnt downloading all of the mods

Title: tekkit isnt downloading all of the mods

Version: 3.1.2

OS: 64 bit OS windows 7

Java Version: java 7 update 6

Description of Problem:

tekkit is missing mods even if i clear out the whole tekkit folder

Error Messages:

The server requires you to have the following mods:

mod_IC2 v1.103

mod_Computercraft v1.41

mod_CCTurtle v1.41

mod_Railcraft 5.4.7

Error Log:

The server is running Tekkit 3.1.3 Dev Build, in the launcher options select "download dev build" or something similar

I cant its shaded in as grey

it says 3.1.2 | 1.2.5 | Rec.Build

There is also an option to allow you to manually select builds, always use dev builds, and another for always use rec builds. You have to select the one that manually lets you change it.
