Technic Launcher Installer wont run?

Hello! 

I am running windows seven and have a pretty good gaming pc. I un-installed the launcher a while back, and want to reinstall it now. But when i go to the website and click on windows, i then run the program, my cursor has the little "loady thing", and then, silence. Nothing happens after that. Help?

go to the .technic directory, remove settings.json and try again

I am having the same issue but the solution bochen gives won't work because there is no .technic directory. When I try to launch the installer it does not create one.
