Server CPU Constantly at 100%

My server's CPU is constantly at 100% and I have no idea why. I'm running Tekkit version 3.1.2, the server has 6 GB of storage and 2 GB of RAM. When I restart the server the CPU will go back down to around 40-50% for a few seconds then it will go back up to 90-100% for a few seconds, then back down to 40-50%. It will repeat this cycle of "use 50%, then 100%" on and on for about an hour then it constantly floats around 98-100% until restart. Does anyone know what could be causing it? I've disabled several plugins that I thought were causing it but it didn't help. If you know of a setting with any of these plugins that will reduce CPU usage please let me know. Thank you.

Whats the cpu your server uses

are you using "top" to monitor cpu load? because 100% cpu usage for a specific process in top "only" means 100% of 1 core, which even a vanilla server uses if anyone is connected.

I have purchased server hosting from minecraftlayer.com and I can only monitor it using MCMyAdmin.
