Launcher won't open

Operating System: Windows 7, 64-bit, 4 GB RAM, HP Pavilion dv6

Java Version: jre-6u37-windows-x64

Antivirus Program: Norton

Description of Problem:

Every time I launched it, it gave me the error. I deleted all the files and tried launching it again, and it still gave me that error. Could this be a networking problem?

Error Messages:

"Unable to download launcher. Please check your internet connection by opening www.techniclauncher.net in your webbrowser"

i get this same error after a few times of use and i have tried it on 50mb internet
