without any bukkit plugins, being OP means you can spawn in items, teleport yourself and others, and destroy blocks in the spawn protected area. not being OP means you can't do any of that.

If it's outside the spawn, yes. You would need some kind of locking plugin (WorldGuard, LWC, Towny, Lockette, etc., etc...) to prevent that from happening.

the same way you pump anything out of a chest. just be sure you're pulling it out of the side of the block.
