Mod packs won't launch

The launcher works just fine but it won't launch mod packs it just flickers.

Don't put in all minus 1 GB available RAM. You should not allocate more than half your total available RAM.

Also:

[B#349] 2017/02/03 01:11:13 [INFO]  Picked up _JAVA_OPTIONS: -Xmx256M

Means that whatever RAM you try to allocate, it won't go past 256 MB. Run this file to resolve that:

it didnt work, is there a folder it needs to be in to work?

No, you should just run the file, then restart the launcher and try to launch again.
