Mining/Block breaking equipment not working

Fo some reason, none of the block breaking items seem to be working on my Tekkit 3.1.2 server. I've tried (BC2) Quary, (RP2) Block Breaker, and (IC2) Miner. They eat power but do nothing. I think it is a problem with the plugins, here is a complete list.

Could it be that you need to give buildcraft/redpower/industrial craft fake player permissions?

How do I do that? Also, I'm OP.

type /op [FakePlayer].

The [ and ] are included.

EG: /op [buildcraft]

or on the console:

op [buildcraft]

[Aeolos]

Not 100% sure but I think the commands are:

/op [buildcraft] /op [RedPower]

I think IC2 uses the fake player [industrialcraft].
