"I have this same problem" No you don't, your download is timing out because the site that hosts the modpack appears to be down:

I followed the steps and updated my graphics drivers but the launcher still has the same problem, any advice? I can also play minecraft off of the regular launcher from Mojang

Downgrade your java to 8u25. Minecraft comes with java8u25, and completely ignores your installed version of java.
