How do you change the Vanilla Tool durability?

I was wondering how the durability of the vanilla tools (e.g a stone pickaxe) was changed to one, as I wanted to replicate this behaviour on a server, but didn't find anything to this topic.
Can anyone please tell me if  this was implemented through a mod, command blocks or changes in a config file?
