Technic Launcher wont install

Can somebody please help me? I have been trying to get this to work for months now...i go and install the Technic launcher from the official site, and then a window comes up for me to install it. I press install and the window disappears...then nothing happens! I have been looking all over the internet for a solution but have found nothing that works. If someone could help me it would be very much appreciated.

I have windows 10 and java 8 i believe...i have 8GB of RAM,  64-bit operating system, x64-based processor...what kind of info do you need?

Do you have permission to install? Have you tried to install as Administrator? Is it a school pc? Do you also have another java version installed? How was your vacation?

yes i have permission to install. this is a personal computer. I am an admin so i think it auto installs as an admin. And i have java 8 update 221...
