Technic Launcher won't start (jvm.dll)

Hey there, my Technic Launcher doesn't start. I have this Problem for weeks now and I really can't find a solution. 

When i try to start the Launcher the Loading circle starts popping up at my mouse repeatingly but nothing happens.
About 15 Minutes later a message pops  up.
Oh yeah, everytime it loads every 5 Seconds my PC gets a little Micro Freeze.
I was playing perfectly fine 3 weeks ago and now it doesn't work.
I tried reinstalling the Launcher and also Java but with no success. 

I would really appreciate helpful answers :)

Check if java is still installed correctly. You can do that by opening the cmd exe on windows 10, and typing java -version in the screen that opens. Tell what you see.
