When minecraft loads but forge does not install so there is no mods

So i put the universal forge in the bin folder and renamed everything were it needed to be.Then i loaded the modpack aka 1.15.2 and when i load in game it just's runs normal minecraft and not forge also here is my modpack https://www.dropbox.com/s/eu4klycp6eczk7a/skyrah.zip?dl=0

Forge broke this process in 1.13, so 1.13, 1.14 and 1.15 simply don't work anymore. No ETA for fix, if it'll ever be fixed. Getting Lex to change this process? Eh, hell freezes ten times over before he changes something.
