modpack launches without mods loaded

Hello! when i upload my modpack on technic launcher and install it everything is normal... but when i launch minecraft it launches vanilla minecraft instead of my modpack.
When i go to %appdata% and look at it there are all mods where they should be so i dont know what is the issue there

Why have you been sourcing mods from 9mc (that's really bad) and what file is missing in your bin folder?
