Modpack loads as vanilla

Sooooo I tried making a modpack for someone. I did so twice before and both times went fine. But this time, it went bad. the mods don't load. I tried it many different ways but this just doesn't work at all. I'm tired of it and chose to instead post here for help

Forge installation process changed drastically in 1.13. Don't expect it to work for 1.13, 1.14 and 1.15. Probably not for 1.16 and 1.17 either. Good luck changing LexManos' mind. Hell freezes over, thaws and freezes over again before that might happen.

Wait so the modpack won't work at all?
