My modpack will not run forge

I've got a 1.12.2 modpack that I'm trying to set up, but when I download and start it, it is running in vanilla Minecraft 1.12.2, not Forge.

I've tried everything I can find in an effort to fix it, and have looked at several similar threads, but none of them seem to offer a solution.

I do not have it uploaded in a sub-folder, the Forge jar is named "modpack.jar", I don't know what the issue is. I can't recognize any issue with my setup.

Forge update 2854 changed things. You need the Forge Installer renamed as modpack instead of Universal. Download and rename the Installer, DO NOT run/install/extract the installer.
