Loading into Vanilla Minecraft, not Forge Minecraft.

When I try to launch my pack, it loads vanilla even though I followed the tutorial (https://technicpack.zendesk.com/hc/en-us/articles/204199345-How-to-make-a-Minecraft-modpack), when I add something new and update the version, it shows in the modpacks folder BUT it still loads vanilla. I have no clue how to fix this, I've been trying for hours.

dl=0 should be dl=1 and then its fixed right?

You'd have found out the fix to your own issue.

I have it set as dl=1 but it still loads into vanilla minecraft

I follow the tutorial I linked above and I still have that problem
