Modpack not loading mods

I've created a fair bit of modpacks in the past, and I always have this issue but eventually fix it. However, now I don't know how to do that.

The modpack downloads fine, the mods show up in the correct folders, but it launches vanilla.

Did you use the Forge installer? That's only for forge 1.12.2 (2851 and up) and 1.13+. For any older version, keep on using the Forge universal file.

I have solved the issue, here are the changes I made which fixed it:

 

- Used Universal (I had done so before but had the same issue, but it worked this time)

- Did not zip a config folder into the pack

- Left out a mod
