Made a modpack but it only loads vanilla Minecraft but all the mods are there help please

hello i made a mod pack for my friends group but it doesn't work right can I possibly get some assistance with it.

Did you include installer forge or universal forge?

i think i used the installer forge

Installer forge can only be used for the latest version of forge for 1.12.2 and for 1.13+. Use Forge Universal for anything lower.
